In order to strengthen the fire safety management of primary and secondary schools and kindergartens, the Ministry of education and the State Fire and Rescue Bureau recently formulated the ten regulations on fire safety of primary and secondary schools and kindergartens, and issued a notice, requiring local education administrative departments and fire rescue institutions to strengthen the guidance and supervision of fire safety in primary and secondary schools and kindergartens under the leadership of local Party committees and governments, In conjunction with relevant departments, for those who fail to perform their duties and fire accidents, they shall be held accountable in accordance with the "Regulations on the Safety Production Responsibility System for Local Party and Government Leading Cadres.

Ten regulations on fire safety in primary and secondary schools and kindergartens

Article 1The legal representative, main person in charge or actual controller of primary and secondary schools and kindergartens is the person responsible for fire safety of the unit and is fully responsible for the fire safety of the unit. The person in charge of fire safety is the fire safety manager of the unit, and other members of the leadership team are responsible for the fire safety within the scope of their responsibilities. Primary and secondary schools and kindergartens shall establish a level-by-level and post fire safety responsibility system, clarify the centralized management department of fire control work, and refine the fire safety responsibilities of various departments and teaching staff, security guards, kitchen staff, dormitory administrators, electricians, operators on duty in the fire control room, etc. School laboratories should formulate and implement safety systems for the storage, management and use of hazardous chemicals, and clarify the responsibility for safe operation and management of laboratory teaching links.

Article IIPrimary and secondary schools and kindergartens shall go through the procedures of fire control design review, fire control acceptance and filing and spot check of construction projects in accordance with the law, and it is strictly forbidden to change the function and use of buildings without authorization. Student dormitories and kindergarten children's rooms are strictly prohibited to be set up in the basement or semi-basement, and kindergarten children's rooms are strictly prohibited to be set up on the fourth floor or above. Primary and secondary schools and kindergartens jointly built with other buildings shall be separated from other places in the building by brick walls, floors and fire doors (windows) with fire resistance that meet the requirements. Cable wells and pipeline wells shall be sealed against fire in accordance with regulations. The combustion performance of interior decoration materials in primary and secondary schools and kindergartens should be strictly controlled, and in accordance with the "General Code for Building Fire Protection" and "Code for Design of Building Interior Decoration", it is strictly prohibited to use flammable, combustible plates, and color steel plates to build buildings (structures), Separate rooms.

Article IIIThe area of student dormitories must strictly implement the requirements of the "Code for Design of Primary and Secondary Schools" (GB50099-2011) and the "Code for the Construction and Management of Life and Sanitation Facilities in Rural Boarding Schools" (Teaching and Sports Art [2011] No. 5). Those who do not meet the standards or temporarily increase dormitory rooms or add beds (bunks) without authorization must be rectified in place as required.

Article 4The design and laying of electrical lines and gas pipelines in primary and secondary schools and kindergartens shall be carried out by institutions or personnel with electrical design and construction qualifications and gas design and construction qualifications. Qualified electrical equipment, electrical lines, gas stoves, valves and pipelines shall be adopted and checked regularly. The student dormitory shall be equipped with power limit protection device. It is strictly forbidden to use candles, mosquito-repellent incense, stoves and other open flames and high-power electrical appliances such as electric heating appliances, induction cookers, and fast heating in student dormitories and kindergarten children's rooms. Students and children who are found to carry lighters, matches and other fire sources should be confiscated. Electric bicycles, balance bikes and their batteries are strictly prohibited in public halls, staircases, evacuation walkways, safety exits and indoor parking, charging. The cable shaft shall be sealed against fire in accordance with the regulations, and it is strictly forbidden to place combustible articles around the distribution box, in the transformer and distribution room, in the cable shaft and in the pipeline shaft. Kitchen fume pipes should be cleaned at least once a quarter.

Article VPrimary and secondary schools and kindergartens shall establish and implement a hot work approval system, and open fire operations such as electric welding, gas welding, and cutting shall handle hot work approval, clean up on-site combustibles, and implement on-site safety monitoring measures. The electric and gas welding operators shall take up their posts with certificates. During hot work and spark operation on the construction site, it is strictly prohibited to cross with operations with fire and explosion risks. During normal teaching, self-study, dining, work and rest, hot work is strictly prohibited in the functional building places of primary and secondary schools and kindergartens.

ARTICLE VIThe teaching buildings, libraries, canteens, dormitories and children's rooms of kindergartens in primary and secondary schools should have at least two safety exits and two evacuation stairs on each floor, and should not be borrowed from other functional areas, and should be equipped with fire emergency lighting and evacuation signs according to the standard. If the safe evacuation distance does not meet the requirements, safety exits and evacuation stairs shall be added. Each floor of the student dormitory shall be provided with sound and light alarm device or fire emergency broadcast. Set in high-rise buildings in the kindergarten should be set up independent of the safety exit, evacuation stairs. In the teaching buildings, libraries, canteens, dormitories and kindergartens of primary and secondary schools, it is strictly forbidden to set up obstacles on doors and windows that affect escape and fire fighting and rescue. Occupation, blockage and closure of evacuation stairs and safety exits are strictly prohibited. For dormitory buildings with mixed use of male and female students or other special use, in order to manage the required separation facilities and access control system, it must be ensured that they can be opened immediately through automatic and on-site two-way manual in case of emergency.

Article VIIPrimary and secondary schools and kindergartens shall, in accordance with the provisions of the State, be equipped with fire-fighting facilities and equipment, and regularly maintain, maintain and inspect them to ensure their integrity and ease of use. Student dormitories or lunch break rooms must be equipped with automatic fire alarm systems or stand-alone fire detection alarms with networking functions. The personnel on duty in the fire control room shall obtain the certificate of operator of intermediate fire control facilities and shall be on duty 24 hours a day by two persons.

Article 8Primary and secondary schools and kindergartens should regularly carry out fire safety training for teaching staff and security personnel. The dormitory administrator shall receive special fire safety training, and must have the ability of fire alarm, fighting the initial fire and organizing the evacuation of students and children. Primary and secondary schools and kindergartens shall, in the light of the age and cognitive characteristics of students and children, organize and carry out fire safety training and education focusing on the use of fire, electricity, fire alarm and self-rescue, so that they can master the necessary common sense of fire safety.

Article IXPrimary and secondary schools and kindergartens should formulate practical fire fighting and emergency evacuation plans according to the cognitive characteristics of students and children and the specific conditions of the building site, distinguish between daytime and nighttime conditions, and clarify the division of responsibilities, the minimum number of personnel on duty and emergency response procedures. Primary and secondary schools and kindergartens should set up micro fire stations (volunteer fire brigades), and organize staff, security personnel and students and children to carry out at least one full fire drill every semester, so as to dial "119" fire alarm in the first place when a fire occurs, respond quickly in 1 minute, organize evacuation in 3 minutes in an orderly manner, and fire fighting forces to put out the fire at the beginning of 5 minutes. For student dormitories that are closed at night, special night plans should be formulated in combination with the number of accommodation personnel and the on-duty arrangement of teaching and administrative staff, the requirements for on-duty at night should be strictly implemented, and effective technical and management measures should be taken to ensure that students can evacuate quickly in case of emergency.

Article XThe person in charge or manager of fire safety in primary and secondary schools and kindergartens shall organize and carry out fire prevention inspection at least once a month, arrange special personnel to carry out daily fire prevention inspection, deal with the problems found in the inspection in a timely manner, and strictly implement rectification and preventive measures. Boarding schools and boarding kindergartens must, according to the number of students and children, arrange a sufficient proportion of full-time housekeepers on duty 24 hours a day, and patrol once every 2 hours at night.

These Provisions shall apply to all types of primary and secondary schools and kindergartens at all levels. When the higher-level department organizes inspection and supervision, if it is found to violate the requirements of these regulations, the principal and the principal shall bear the primary responsibility and will be held accountable in accordance with laws and regulations.
