On December 16, 2023, the first "Rule of Law Era" Innovation Forum Sub-forum and "2023 Rule of Law Innovation Cases/Figures/Papers/Products" release event was held in Beijing. The forum is sponsored by China Democracy and legal Publishing House Co., Ltd., the Institute of Law of the Chinese Academy of Social Sciences, and hosted by the Times of the Rule of Law magazine and the Wisdom Law Branch of the China Association of small and medium-sized Enterprises. On the same day, under the guidance of the China Association of Small and Medium Enterprises, the parallel forum "2023 · The First Smart Legal Innovation Forum and the Unveiling Ceremony of the China Small and Medium Enterprises Smart Legal Branch" organized by the China Association of Small and Medium Enterprises and co-organized by Guike College was successfully held at the same time.

The "Opinions on Promoting the Development and Growth of the Private Economy" issued by the Central Committee of the Communist Party of China and the State Council provides important for promoting the development and growth of the private economy. The policy support and the guarantee of the rule of law have pointed out the direction and provided fundamental follow for the development of corporate wisdom of law. Small and medium-sized enterprises should take the initiative to adapt to the "market economy is the rule of law economy, credit economy" law requirements. At present, the policy environment and business environment faced by the development of small and medium-sized enterprises are constantly improving, but the construction of the rule of law in enterprises, promoting the entry of law into enterprises, and promoting the administration of enterprises according to law are still weak links in promoting the comprehensive rule of law, which needs to be highly valued by all sectors of society. Ma Bin emphasized that General Secretary Xi Jinping proposed that "the rule of law is the best business environment." Small and medium-sized enterprises should actively comply with the higher requirements of public legal services in the Internet era, and continue to promote modern information technology such as cloud computing, big data, and artificial intelligence. The high integration of legal services has organically strengthened resource integration, process reengineering, mechanism innovation and legal protection, build a new pattern of intelligent legal services with "intelligent decision-making", "intelligent service", "intelligent management" and "intelligent organizational structure" as the main features. Ma Bin said that the establishment of the Smart Legal Affairs Branch is to earnestly implement the strategic deployment of governing the country according to law, help small and medium-sized enterprises to improve the rule of law work system, comprehensively improve the ability and level of governing enterprises according to law, strengthen the industry practice and industry promotion of legal technology, and better serve SMEs The inevitable requirement of legal demands.
