Scope of 1. solicitation
Topic I. Green and low-carbon energy transformation
Direction 1. Renewable Energy
Research objectives: focus on breaking through the efficiency improvement of offshore wind farms, a new generation of efficient solar PV.Batteryand other key technologies to provide technical support for the large-scale development of renewable energy power generation in this city.
Research contents:(1) Research on key technologies of spatial array layout optimization of large-scale offshore wind farm wind turbine cluster and integrated system of offshore wind farm global high-precision power generation prediction, so as to realize the power generation increase of large-scale offshore wind farm by more than 4%;(2) Research on key technologies of environmentally friendly, efficient and stable perovskite solar photovoltaic cell modules, key materials of high-performance perovskite thin films and low-cost large-area film formation processes, the conversion efficiency of square meter-level perovskite solar photovoltaic cell modules can reach more than 20%.

Direction 2. Hydrogen Energy
Research objectives: Around the development of hydrogen energy technology and industry, focusing on breakthroughs in low-carbon hydrogen production,Fuel cellKey technologies such as hydrogen are used to support the high-quality development of the city's hydrogen energy industry.
Research contents:(1) Research on the key technology of high-efficiency anion exchange membrane water electrolysis hydrogen production, develop the high-efficiency anion exchange membrane water electrolysis hydrogen production device with 20kW level and 5000A/m2 current density, and complete the application demonstration verification;(2) Research on the key technology of vehicle fuel cell health monitoring and life optimization based on cloud big data platform, the operation life and fault characteristic database of hydrogen fuel cell system based on real-time data of real vehicle and the life prediction model of hydrogen fuel cell are established, and the prediction results are less than 7% of the actual value, and the life of the hydrogen fuel cell system for vehicles is more than 30000 hours.

Direction 3. New Energy Storage
Research Objectives: Focusing on the development trend of energy storage technology, we will focus on breaking through new key energy storage technologies such as all-solid-state batteries, calcium-based thermochemical energy storage, high-temperature molten salt heat storage, and solve the problem of large-scale access to renewable energy such as wind and light.
Research contents:(1) Research on sulfide all-solid-state battery materials and key processes, and develop new sulfide all-solid-state batteries with battery cell capacity ≥ 10Ah and energy density ≥ 500Wh/kg;(2) Research on thermochemical energy storage technology based on 100 micron calcium-based powder particles to form a demonstration application of calcium-based thermochemical energy storage with energy storage efficiency of more than 60% and capacity of more than 10MWh;(3) Research on the design and optimization of low-cost composite high-temperature molten salt materials, high-temperature molten salt heat storage system design integration and safety control technology, built more than 10MWh molten salt heat storage system.

Research objectives: around the new power system source, network, load, storage and other key links, focus on breaking through the urban distribution network carrying capacity improvement, new distribution system, important users of new power supply system and other technologies, to support the improvement of the city's power grid security toughness and efficiency.
Research contents:(1) Research on the technology of improving the carrying capacity of urban power grid for new power system, the collaborative planning of load storage and intelligent operation control technology of urban power distribution network source network, develop compact low-voltage flexible interconnection device, high-voltage cable non-destructive health monitoring system and other equipment, and form a demonstration application of increasing the carrying capacity of distribution network by more than 50%;(2) Research on the key technologies of efficient intelligent control new power distribution system for complex scenarios of source network load storage and charging, develop key protection and control equipment such as DC arc extinguishing, critical load current breaking, unipolar full voltage breaking, zero flying arc, etc. of low voltage system, and form demonstration applications;(3) Research on the state evaluation of urban rail transit regional power supply system with new energy as the increment, intelligent power dispatching, intelligent distributed protection and self-healing operation of power network, and develop the intelligent power dispatching simulation platform based on rail transit load prediction model, the formation of new energy penetration rate of not less than 15% of the rail cross regional demonstration application.

Direction 1. Low carbon steel chemical industry
Research objectives: Aiming at the carbon reduction demand of key carbon emission industries such as steel and chemical industry, focus on breaking through key technologies of carbon reduction and energy efficiency improvement, and lead the green and low-carbon development of high-carbon industries.
Research contents:(1) Research on the synergistic coupling reaction technology of carbon dioxide mineralization utilization of industrial waste gas and steel slag, the recycling technology of reclaimed water and chelating agent, research and development of new reactors, and build a comprehensive demonstration of steelmaking slag mineralization and sequestration of carbon dioxide in large steel parks with emission reduction of more than 1.5 tons of carbon dioxide/ton of steel slag;(2) Research on digital technology of low-carbon planning and operation monitoring in chemical parks, develop hydrogen fuel cell multi-supply technology equipment, build a digital platform for low-carbon operations in chemical parks, and build a comprehensive application demonstration in large chemical parks.

Research objectives: focus on waste recycling and remanufacturing, focusing on breaking through waste solar photovoltaic panels, decommissioningPower battery, solid waste and other waste resources high-value recycling technology to support the construction of waste-free cities.
Research contents:(1) to study the key technologies of deep separation and value-added utilization of valuable elements in waste solar photovoltaic panels, to realize deep separation, purification and reuse of valuable elements in solar photovoltaic panels, deep separation of associated components and preparation of advanced functional materials, the separation rate of valuable elements in solar photovoltaic panels ≥ 95%, the recovery rate of energy metals ≥ 90%, and a demonstration of separation and utilization of valuable elements and associated components in solar photovoltaic panels ≥ 2000 tons/a year;(2) Research on key technologies such as enhanced control logic design of decommissioned power batteries, battery capacity increase/repair, etc., to achieve a 75%-80% increase in the capacity of decommissioned power batteries for public transportation by more than 5%, forming a batch demonstration application ≥ 12000KWh;(3) Research on key technologies for coupling and utilization of multi-source solid waste resources and energy, and form pilot verification and product testing capabilities for multi-source solid waste energy and resource utilization technologies, A comprehensive demonstration of a large-scale low-carbon solid waste park will be built to increase the energy output of the park by more than 10%, and the daily treatment scale of multiple waste reuse is more than 1500 tons/day.

Special Topics 3. New Energy Vehicles
Research objectives: To meet the needs of green and low-carbon development of transportation equipment, focus on breaking through key technologies such as key components, complete vehicles, and testing of new energy vehicles, and support the high-quality development of new energy vehicles in this city.
Research contents:(1) Develop a deep coupling electric drive assembly based on 800V high voltage platform and silicon carbide devices. The power density of silicon carbide motor controller is ≥ 40kW/L, the peak efficiency is ≥ 99%, the peak power density of electric drive assembly is ≥ 2.0kW/kg, and the maximum efficiency is ≥ 93%;(2) Research on the comprehensive testing technology of all-in-one motor controller performance of new energy vehicles based on artificial intelligence, build a digital testing platform for new energy vehicle motors based on digital twin, establish ≥ 5 mathematical models such as load high dynamic synchronization and high precision signal analysis, ≥ 98% qualified rate of technical verification, ≥ 5 asymmetric test models, and realize fully automatic verification data acquisition and durability analysis;(3) Research on technologies such as integrated optimization of power system of hydrogen fuel cell bus, state evaluation of key components, fault self-diagnosis, etc, research and development of a new generation of full-power hydrogen fuel cell buses, the construction of vehicles and key components fault self-diagnosis and safety warning platform, to achieve hydrogen fuel cells, on-board hydrogen supply systems and other key components health assessment error of less than or equal to 5%, the formation of regional-level intelligent operation demonstration.

Research objectives: focus on breaking through the green manufacturing of building materials, as well as low-carbon design, construction, renewal and other technologies, to provide technical support for the whole process of green and low-carbon transformation of buildings and infrastructure.
Research contents:(1) to study the thermal-fluid-solid coupling of tunnel heat exchange tubes, the improvement of heat exchange efficiency, the construction and operation of shield energy tunnels and other technologies, so as to reduce the energy consumption of tunnel operation and maintenance by 75% compared with the current energy-saving standards and to carry out demonstration;(2) to study the design and construction technology of near zero carbon ground roads and develop new carbon capture materials for roads, the self-sufficiency rate of road clean energy is ≥ 80%, and the carbon emission intensity of infrastructure in the whole life cycle is lower than the average level of the whole city by 40%;(3) Develop high-strength green weathering steel with yield strength ≥ 550N/m2 and elongation ≥ 20%, reduce carbon emission by 20% in the production process, save 40% compared with traditional building materials, and form a new high-performance steel-concrete building structure with 40% reduction in carbon emission and apply;(4) Research on low-carbon intelligent promotion of large-scale transportation hubs without shutdown and optimization technology of traffic space-time collaborative organization, so as to realize the proportion of green energy ≥ 30%, the comprehensive energy efficiency increased by 30%, the carbon emission reduced by 40%, and the traffic transfer efficiency increased by 20% after the hub is updated.

Topic 5. Negative Carbon Technology
Research objectives: focus on the research and development needs of negative carbon technology under the vision of carbon neutrality, focus on CCUS technology and ecosystem carbon sink research, carry out negative carbon technology innovation, and support the realization of carbon neutrality in our city.
Research contents:(1) Research on key technologies such as carbon-oxygen double bond activation and carbon-carbon coupling, realize high-efficiency and high-value utilization of carbon dioxide electro-reduction, and complete technical verification of high-efficiency electro-reduction of carbon dioxide per thousand tons/year to produce multi-carbon products;(2) Research on key technologies of carbon sequestration batteries, develop gas electrodes with strong carbon dioxide reduction catalytic activity, and develop carbon dioxide in-situ energy conversion devices;(3) To study the spatial formation mechanism of coastal salt marsh carbon sink in the Yangtze River Estuary, the fine prediction and evaluation technology of coastal salt marsh carbon sink under different climate change and human activity scenarios in the future, and the technology of increasing the sink of coastal salt marsh in the Yangtze River Estuary.

3. All applicants and project participants shall abide by the ethical standards of scientific research, abide by the relevant laws and regulations on the management of human genetic resources and the relevant regulations on the biosafety management of pathogenic microbiology laboratories, and meet the requirements of scientific research integrity management. The person in charge of the project shall promise the authenticity of the submitted materials, and the reporting unit shall be responsible for the applicant's application qualifications, and review the authenticity and completeness of the application materials, and shall not submit project applications with confidential content.
