Epidemic situation of novel coronavirus pneumonia in Liaoning

 

August 8, 0-24 hours, Liaoning Province, a new case of imported new crown pneumonia confirmed cases, for Dalian City report. 1 case of asymptomatic infection imported from abroad was lifted by medical observation.

As of 24:00 on August 8, a total of 1745 confirmed cases (including 241 imported from abroad) have been reported in the province, 1734 cases have been cured and discharged, 2 cases have died, and 9 cases have been treated in hospital (all imported from abroad). Our city is in the peak tourist season, the flow of foreign people has increased, and the number of inbound flights and inbound personnel in our city as the first entry point has increased, increasing the risk of the epidemic entering our city. In order to continue to consolidate the city's hard-won achievements in epidemic prevention and control, build a solid line of defense for epidemic prevention and control, the city's new coronary pneumonia epidemic prevention and control headquarters decided to dynamically optimize and adjust the epidemic prevention and control measures, and further strengthen the normalization of epidemic prevention and control capabilities, the relevant matters are hereby announced as follows:

1. the full implementation of the "landing inspection" epidemic prevention and control measures. All extraterritorial (returning) company personnel should conduct free nucleic acid sampling and testing at transportation hubs, namely airports, high-speed railway stations, ports and public intersections. For those who have not taken on-site sampling at the transportation hub due to special reasons, a nucleic acid test should be carried out within 24 hours of arrival. For those who have not carried out nucleic acid test for more than 48 hours, necessary administrative measures such as persuasion can be taken.

2. strengthen the normalization of nucleic acid screening mechanism. Normalized nucleic acid testing in our city is based on families and units, and each unit has personnel participating in the testing every week. With the occurrence of epidemics in many places, the original full coverage of the population every two weeks has been adjusted to full coverage of the population every week. The testing time is still Friday and Saturday, of which Friday is the testing day for men and Saturday is the testing day for women.

3. strengthen the management of epidemic prevention and control in accommodation. Hotels, guesthouses and other places of accommodation, especially homestays, apartment hotels, small hotels, and bathing places that provide accommodation, should further strengthen the normalization of epidemic prevention and control measures such as card code inspection and personnel risk screening. Focus on strengthening the investigation of extraterritorial (return) company personnel, check whether the extraterritorial (return) company personnel have completed nucleic acid testing in the first time after arrival, and those who have not completed nucleic acid testing after arrival shall not be allowed to register and urge them to conduct a nucleic acid test as soon as possible. At the same time, each lodging place should register the nucleic acid tests 24 hours and 48 hours before the arrival of the lodging personnel from outside the territory one by one, and make records to assist in the rapid completion of emergency disposal and flow investigation in case of emergency. For the implementation of inadequate accommodation caused by the spread of the epidemic, will be held accountable in accordance with the law.

4. tightening the management of home health monitoring of inbound personnel. Before coming (returning) to the company, the personnel entering the country from other places should take the initiative to report. After completing the centralized isolation, the personnel entering the city and entering the country from other places will be transferred from the isolated hotel and the transportation hub to the residence "point to point" respectively, adopting "one person, one household" or "one household" (co-residents share home health monitoring). The home health monitoring personnel and their co-residents will not leave the home during the monitoring period, if the conditions for home health monitoring are not met, centralized isolation medical observation will be implemented. Home health monitoring personnel and their co-residents really need to go out due to medical treatment, etc., and they must be approved by the management personnel of the community (village) where they are located. They can arrange special vehicles, take personal protection throughout the process, wear N95 masks, and implement closed-loop management.

5. scientific and reasonable arrangements for travel, the implementation of the company (return) personnel to take the initiative to report. The general public is requested not to go to the counties (cities, districts, banners) where the Senior high school low-risk areas are located and the areas where local cases are reported. Before coming (returning) to the company, the personnel of the company should download the "Liao Shi Tong" APP and WeChat applet in advance to search for the "Liao Shi Tong Dalian Channel" or scan the two-dimensional code of "self-reporting by the personnel of the company, log in and fill in relevant information, and complete the self-reporting. After arrival, relevant health management measures shall be implemented in accordance with regulations. If the spread of the epidemic is caused by concealing the history of sojourn, etc., the responsibility shall be investigated in accordance with the law. For those who come (return) from non-Senior high school low-risk areas, it is advocated to take the initiative to carry out a nucleic acid test immediately after arrival and observe their health for 7 days.
